Project 39/08: Integrated Approach to Uplift Livelihoods of the Slum Dwellers of Dhaka city through Proper Housing- Phase III

Shelter for the Poor started its new low cost housing project with funding support of the Latin American, Asian and African Social Housing Service (SELAVIP).

The Project
Shelter for the Poor presented to SELAVIP the third phase of a project to improve the lives of slum dwellers of Dhaka City by providing proper housing. This project will be implemented at Mohammadpur Beri Bandh [Embankment] slum area, adjacent to the second phase (project 40/07). It is an extended area of about 200 slums with 300-400 families in each slum] of Dhaka city (the capital city of Bangladesh). More then 45000 families have been living here. The slum area covers 55 acres of land. The land situated just beside a pose area called Mohammadi Housing estate. Most of the lands of this area are owned by the ministry of Housing & Public Works –MoH & PWD and the Ministry of Communications, Government of Bangladesh. Since 1978 these series of slums has been situated here. Poor people [landless and homeless] from all over the country are coming here everyday to find a way to live. Like all others slums the condition of the Beri Bandh [Embankment] slum area is same.

Use of SELAVIP funds

The funds provided by FVDRE (US$27.860) will be used to build 40 shelters. The size of the units will be 120 sq. feet. They will have corrugated / plastic tin roof, corrugated tin and bamboo sachets walls, bricks & concrete floors, one door and two windows. SELAVIP will also finance five communal latrines of 2.5 feet X 3.5 feet each, made of corrugated tin roof and walls, cement floor and one door. Shelter for the poor will finance de deep Tub well / hand pumps for the water supply System, the electrical connection for each family, one common kitchen shade for 40 families and a community recreation center. Shelter for the poor will also pay the leasing money for the land leasing of the project and provide technical assistance, engineering skills, community organizers and supervision on the field. It will also maintain links with Government, NGOs and other organizations, such as those in charge of service delivery. It will document the whole process and disseminate the information and lessons learned to different stakeholders. The slum dwellers will contribute with labor to build the houses, latrines and communal d facilities. They also will form a project management committee to supervise, monitor and evaluate the project, purchase materials and organize development programs. The families will provide logistic support in the kitchen and be in charge of controlling the electricity meter.

All communication related to this project about financial and technical issues related to the project will be held directly between Shelter for the Poor and SELAVIP. Shelter for the Poor will also inform the local community about the progress of this project, and collect, process and consider their suggestions to improve both its implementation and impact.

WHAT WE DO

POLICY ADVOCACY & LOBBYING: The main task of SHELTER to undertake advocacy, lobbying and media campaign on all the human rights issues ; mainly to address whole rights issues related to the urban poor. Also,to advocate on the issues related to democracy, goodgovernance, transperancy , justice & social security.

PEOPLES ORGANIZATION & FEDERATION: Organizing the slum dwellers as small groups / peoples organizations towards social mobilization for their resettlement and to form the Federation of the Slum Dwellers . Federation of slum dwellers will be the main negotiator to establish the right to shelter of the urban poor / slum dwellers.

EVICTION WACH & LEGAL AID SUPPRT:

To wach how,where & when the slum eviction(s) are started by the authority without any resettlement plan ; whether the slum dwellers are properly noticed for it and organize mass people to protest against any slum eviction(s).
To prepare report(s) on slum eviction and share information with all national and international human rights organizations and activists. Provide legal aid support to the slum dwellers/urban poor people as needed by them .

INFORMATION BANK: To develop & maintain a computerized database information system on any violation of human rights, slum eviction(s),grass root level people’s organizations, slum dwellers federation, NGOs/CBOs working with the urban poor and related national/international human rights organizations / activities & activists. And will develop a reference library for researchers/activists.

COALITION/ALLIANCE BUILDING: There are hundreds of “Grass Root Level NGOs/CBOs” are working in the mega city Dhaka. These huge numbers of small NGOs / CBOs are not “Organized”, they are not presently member of ADAB or CUP; No alliance/ forum / coalition / platform exists to coordinate them. But they are very much committed to establish Democracy, Social Security & Justice, Good Governance, transparency, Human Rights, especially Rights of the urban poor. Shelter has under taken a project to “Organize” the small NGOs/CBOs under a same umbrella and planned to form an alliance, namely, “URBAN NGOs and CBOs ALLIANCE of Dhaka-UNCAD”. The UNCAD will engaged to organize the small NGOs / CBOs to address all social crisis / any violation of human rights and other issues, related to / with the urban poor people. Shelter will also maintain close liaison & necessary working relationship with all other NGOs, associations / forum’s of NGOs working in and out side of Bangladesh.

RESEARCH & DOCUMENTATION: To undertake research / studies on various human rights issues ; especially related to the rights of the urban poor, publish and share the outcomes of those research / study with the policymakers, civil society, planners, donors ,international community and human rights activists / all other related stakeholders through workshops /seminars and will undertake necessary media / advocacy campaign.

INTERNATIONAL EXPERIENCE SHARING: To collect reports on human rights issues and all related publications, reports, studies, posters, documentary films on international resettlement experiences, exposure visit to the international resettlement sites, participate related national / international training / workshops / seminars and share all those good experiences locally; especially with the policymakers, donors, planners, other interested NGOs / CBOs, and of course with the urban poor of Bangladesh, especially of the Dhaka city.

SUPPORT SERVICES PROGRAM: Mainly to ensure the utility services i.e. drinking water supply, environmental sanitation, gas, electricity, garbage management support, relief support at the post disaster period, HIV-AIDS health-immunization, education, etc. to the urban poor people directly from Shelter or in-directly through liaison-coordination with other NGOs / organization(s) / donors / government.

CAPACITY BUILDING: To build leadership capacity of the representatives of the urban poor Shelter will arrange various types of training program for them; will also organize issue based training workshop’s / seminar’s / exposure visit to other federation(s) of the grass root people’s organizations within / out side of the country.

A TALE of the Urban Poor Community of Dhaka City, Bangladesh

The Issue:
Every fine morning peoples are coming to the mega city Dhaka with lots of dream and hope of job opportunities & for a secured shelter for them. Because, they found there are no job opportunities in the rural area anymore for them. But the slum eviction drives of the government dose not give us any assurance of secured shelter and livelihoods of the urban poor community.
Each and every government agreed and signed all the International agenda to confirm secured Shelter for the urban poor community of Bangladesh. But unfortunately, we found no result produced from all those agendas to confirm a secured shelter for the urban poor; slum eviction drive always continued by all the elected and democratic government(s) and even by the caretaker government also.
To avoid the brutal slum eviction through violating human rights & to solve the crisis for housing of the slum dwellers / urban poor communities of Dhaka city, Bangladesh, Shelter for the Poor has been implemented a “Low Cost Housing Project” to meet their crisis of homelessness.
èActivities undertaken
To avoid any sort of eviction, Shelter for the Poor initiated a low cost housing project. We rented a private land for a 10 years period and constructed their houses for 100 evicted families. The community participated in all implementation steps of the project. They formed a project management committee to supervise the whole construction process, provided free labour, time and their thoughts for the betterment of the project. So, the project we implemented through successful community participation.
Slum dwellers contributions
· To implement the project successfully we have had formed a project management committee-PMC, and the slum dwellers are the Member of this Committee.
·Participation through providing free labor to build shelter, latrine, kitchen and recreation center.
·Supervised the whole project implementation process through the project management committee.
·Participated in monitoring and evaluation process through the project management committee.
·Direct involvement in purchasing of all the construction materials
·Organizing different program / activities to improve their own livelihood
Objectives
·To build 100 houses, one community latrine shade ( consisting 10 single latrine & everage 01 latrine for 10 families), and one community kitchen shade ( consisting 10 single burner) at slum to ensure better settelment of the poor slum dwellers.
·To ensure health, sanitation and income facilities of slum dwellers through developing relation and coordinaiton with other NGOs, those are working in the same area.
·To ensure income generation of the target/selected slum population through providing them microcredit.
Achievements
·Completed constructions of 100 houses and allocated to100 evicted families.
·Completed 01 community latrine shade ( consisting 10 single latrine & everage 01 latrine for 10 families).
·Completed 01 community kitchen shade ( consisting 15 single burner) at slum to ensure better settelment of the poor slum dwellers.
·To ensure health, sanitation and income facilities of slum dwellers we are trying to link-up them with other service provider NGOs.
·Linking with microfinance organizations for their incomegeneration activities.
Right to shelter and violation of human rights:
Various studies indicate that 61.30% of the urban population lives below the poverty line and out of them 40.22% are hard-core poor. Thus about 3.7 million people are living in as many as 4966+ slums or squatter settlements in Dhaka city. Of this 55% live on privately owned land as tenants and 45% live on govt. land. They are the hard-core poor in Dhaka City. These people are denied govt. supplied water, shelter, sanitation, and gas services; which runs counter to the basic tenets of human rights.
The housing right of the urban poor in the light of the International laws
Squatters' housing rights have been recognized in international and national declarations and charters. Awareness to the need to intensify efforts to produce, deliver and improve shelter for all was confirmed in the International Year of Shelter for the Homeless 1987. In view of this, the UN General Assembly endorsed the proposal of' the Commission on Human Settlements (Resolution 43/18; 20.12.88) to undertake a global strategy for 'shelter for all by the year 2000'. The assembly recognized that adequate and secure shelter is a basic human right and is vital for fulfillment human aspirations. The resolution aims at the delivery of shelter for all income groups, particularly the squatters, which can only be successfully framed within a comprehensive shelter strategy that lists priorities, identifies affordable approaches and makes provisions for the proper allocation of resources. The issue of eviction is also covered by other UN resolutions on forced migration and refugee. In August 1991, a UN' subcommittee on the prevention of discrimination and protection of minorities termed forced eviction as ... a gross violation of human rights…. UN Commission in Human Rights in resolution 1993/77 about eviction states that ... every woman, man and child, has the right to a secure place to live in peace and dignity forced eviction and homelessness intensify social conflict and inequality and invariably affect the poorest socially, economically, environmentally and politically most disadvantaged and vulnerable of sector of the society.
The rights of the urban poor as ensured in the constitution of Bangladesh
Rights related to basic necessities as stated in Part, II, Article 15(a) of the Constitution of Bangladesh are: It shall be a fundamental responsibility of the state to attain, through planned economic growth, a constant increase of productive forces and a steady improvement in the material and cultural standard of living of the people with a view to securing to its citizens: the provision of basic necessities of life including food. Clothing, shelter, education and medical care. Paragraphs 5.7.1 and 5.7.2 of the National Housing Policy (NHP) reiterates protection against forced eviction as- the government would take steps to avoid forcible relocation or displacement of slum dwellers in so far as possible... encourage in-situ upgrading, slum renovation and progressive housing developments with conferment of occupancy rights, wherever possible, and to undertake relocation with community involvement for clearance of priority sites public interests. Therefore, forced squatters without proper legal notice resettling them is violation of and state policy. The objectives of NHP described in Paragraphs 3.1 and 3.3 are … to make housing accessible to all strata of society… high priority target groups will be the disadvantaged, destitute and the shelter-less poor; and to develop effective strategies for reducing the need to seek shelter through formation slums.... to relocate them in suitable places.
Before undertaking this low cost housing project, we have taken following activities to protect / stop the slum eviction drives without any rehabilitation/relocation of the dwellers; those are:

Legal Action through Writ Petitions to the High Court.

Organizing the slum dwellers against eviction drives.
Human Cain & Token Hunger Strike.
Media Campaign.
Conducted Study / Research, and information sharing meeting with all the stakeholders.
Policy Advocacy & Lobbying.
After failure of all these, we have undertaken the low cost housing project on leased / private land. Our plan is to protect the dwellers first from all the eviction threats, and simultaneously we are continuing the policy level advocacy for their rehabilitation on government land.
We learned, only advocacies are not enough to get the right to shelter, we/people should do something by themselves as an example through which the policy makers can learn how to address the poor’s issue of housing right.
Conclusion:
The approach of low cost housing on leased land is the first ever done in Bangladesh for the slum dwellers secured shelter. We hope, this could be an example for the other national / international NGOs/donors and of course, especially, for the policy makers & government machineries.

Shelter for the poor is a Non-Government & not-for-profit organization - (NGO), working in Dhaka, Bangladesh, established in the year 2002, which is working in the field of Human Rights, especially for the housing and land rights & other basic citizen rights of the urban and rural poor. Around 3.7 million urban poor / slum dewelIers are dwelling now in Dhaka city. According to a World Bank estimate, "From a base of 24 million in 1996, the urban population is expected to be 31 million in the year 2000, about 52 million by 2010 and nearly 79 million in 2020.” These projections are based on an assumption of an average annual growth rate of 6.4 per cent up to 2000, 5.3 per cent between 2000-2010, and 4.3 per cent thereafter.

WHAT WE DO:

Policy Advocacy & Lobbying:
The main task of Shelter is to undertake advocacy, lobbying and media campaign on all the human rights issues; mainly to address issues related to the housing & land rights of the urban poor. We have also our pledge to carry on advocacy on the issues related to electoral governance, democracy, good governance, transperancy, justice & social security.
Low Cost Housing:
Shelter for the poor believes that “shelter is a human right” and every single homeless urban poor / slum dewller’s familiy has the right to have an adequate & safe shelter for them. We have intiated a low cost but safe housing program for the urban poor, under the banner our “Urban Poor’s Development Program – UPDP.
Ongoing Project(s):
“Intigrated Approach to the Upliftment of the Livelihoods of the Slum Dwellers of Dhaka city through Proper Housing” is sponsored by the SELAVIP. Through implementing this project, around 100 homeless slum dewllers families would get an adequate shelter for each of them.

Women & shelter:
Housing programs must encourage gender equality. Women’s right to own and inherit land and housing must be regarded. Women should have equal opportunities to participate in housing development and management process. Women, for their inherent biological structure, fall easier prey to vulnerabilities than men in absence of shelter. Shelter less women have to undergo rape and sexual assault/molestation, forced street prostitution and other social vices. Apart from the vulnerabilities viewpoint, women should be endowed with basic housing rights as equal to their male counterparts.
Peoples Organization:
To organize the slum dwellers as small groups / peoples’ organizations towards social mobilization in order to attain their housing / resettlement and to form the Federation of the Slum Dwellers. Federation of the slum dwellers will be the main negotiator to establish the right to shelter of the urban poor / slum dwellers.
Eviction watch & Legal Aid:
· To wach how, where & when the slum eviction(s) have been commenced by the authority without any resettlement plan ; whether the slum dwellers are properly noticed for it and organize mass people to protest against any slum eviction(s).
· To prepare report(s) on slum eviction and share information with all national and international human rights organizations and activists. Provide legal aid support to the slum dwellers/urban poor people as required by them.
Information Bank:
To develop & maintain a computerized database information system on any violation of human rights, slum eviction(s), grass root level people’s organizations, slum dwellers’ federation, NGOs/CBOs working with the urban poor and related national/international human rights organizations/activities & activists. We do also wish to develop a reference library for researchers/activists.
Research & Documentation:
To undertake research / studies on various human rights issues ; especially related to the rights of the urban poor, publish and share the outcomes of those research / study with the policymakers, civil society, planners, donors ,international community and human rights activists / all other related stakeholders through workshops /seminars and will undertake necessary media / advocacy campaign.
International Experience Sharing:
To collect reports on human rights issues and all related publications, reports, studies, posters, documentary films on international resettlement experiences, exposure visit to the international resettlement sites, participate related national / international training / workshops / seminars and share all those good experiences locally; especially with the policymakers, donors, planners, other interested NGOs / CBOs, and of course with the urban poor of Bangladesh, especially of the Dhaka city.
Capacity Building:
To build leadership capacity of the representatives of the urban poor, Shelter will arrange various types of training program for them; will also organize issue based training workshop’s / seminar’s / exposure visit to other federation(s) of the grass root people’s organizations within / out side of the country.
Community IT Centers:
To cover the most neglected and un-served people of the society, Shelter have a plan to establish “Community Information & Technology Centers”. Through this, youth group of the slum dwellers will get opportunity to have IT skill and can take its advantages in their professional life.
Support Services Programs:
We would concentrate our activities mainly to ensure the utility services i.e. drinking water supply, environmental sanitation, gas, electricity, garbage management, relief & rehabilitation support at the post disaster period, HIV-AIDS health-immunization, education, etc. to the urban poor people directly from Shelter or in-directly through liaison-coordination with other NGOs / organization(s) / donors / government.
